Garak is a former Cardassian Obsidian Order intelligence agent who was exiled by Enabran Tain from the Cardassian Union in 2368. He is currently a "plain and simple" tailor on Bajoran station Deep Space Nine. He is the only Cardassian who lives on the station since the Cardassian withdrawal from the Bajoran system in 2369. Despite his claims that he was not a Cardassian spy, it was known that he maintained contacts with Cardassian intelligence, the Obsidian Order.

In 2373, Garak and Lt. Cmdr. Worf travelled to the Gamma Quadrant to search for Enabran Tain and were captured by the Jem'Hadar. Enabran Tain was the Obsidian Order's longest chief, and Garak's mentor. They escape with Dr. Bashir from the Dominion Prison Camp, but Tain dies and Garak admitted that he was actually Tain's illegitimate son.

He fell in love with Gul Dukat's half-Cardassian, half-Bajoran daughter, Tora Ziyal. Ziyal was killed by Gul Damar in 2374. During the Federation-Dominion war, he assisted Starfleet Intelligence in decoding Cardassian transmissions. After the war ended, he finally returned home to Cardassia.
